According to NMS Properties, the developers of these two properties located at 1447 Lincoln Blvd., and 829 Broadway, "... the projects are specifically aimed toward (providing) low-income units."
Has it occurred to anyone else that affordable housing will probably attract seniors on fixed incomes and disabled folks who can't afford the usual high Santa Monica rents? If that's the case, most will be physically unable to ride bikes or walk for long distances. Assuming reducing or eliminating parking spaces will force these renters to somehow do so is unrealistic.
Further, most will have vehicles that will need to be parked near their homes as they have some limitations. Building an apartment structure without adequate parking is ludicrous, at best, and a ridiculous stress on neighborhood parking at worst. No one would be asking for special considerations, just the legal and appropriate number of parking spaces per apartment.
