Garden Walk, Civic Center, Affordable Housing on Council’s Plate:

The Santa Monica City Council returns to a full agenda this evening, with items such as Palisades Garden Walk park, Yahoo Center’s development agreement (DA), the City’s Affordable Housing Production Program (AHPP), Civic Center plan, and the Big Blue Bus (BBB) on tap to dominate the discussion.

One key issue is whether council members will approve the fifth amended DA for the Yahoo Center Office Development, which updates and revises the base parking ratio for office tenants from one parking space per 322 square feet of office floor area to one parking space per 500 square fee of office floor area.

Another central agenda item is design plans for Palisades Garden Walk and Town Square; council members will determine whether the design development plans for the planned public park project surround by the Civic Center, Third Street Promenade, and the Santa Monica Pier is acceptable. If, indeed, the design plans are to the Council’s liking, it may direct staff to move forward with preparation of construction documents.

A pair of affordable housing topics have made its way onto the June 14 agenda, as well. The council will first consider an ordinance pushing until July 1, 2015, a deadline to “undertake a comprehensive study of affordable housing fees” as part of the City’s Affordable Housing Production Program.

Later in the evening, council members will consider the adoption of “a resolution approving the issuance of multifamily housing revenue bonds by the California Statewide Communities Development Authority for the Belmar Apartments Project“ and “to assist in the financing of 160 affordable housing units in the Civic Center Village.”

An amendment to the Civic Center Specific Plan is also under consideration. If approved, the Main Street Traffic Circle may be eliminated and a proposed surface parking lot may no longer be considered for the Early Childhood Center.

There are also seven items on the consent calendar specifically concerning the BBB.

The council will call its public meeting to order today at City Hall at 5:30 p.m. before moving into closed session for at least one hour.
