New REACH initiative provides portable heat pumps, air purifiers and power stations to boost comfort and climate resiliency in older rental units
Santa Monica has opened applications for a new program that provides free energy-efficient appliances to income-qualified renters living in older buildings vulnerable to extreme heat.
The Renter’s Energy and Cooling/Heating Program, which began accepting applications this week, offers selected participants two appliances at no cost from a selection that includes portable heat pump HVAC units, air purifiers and portable power stations.
City officials said the initiative aims to improve indoor air quality and comfort while building climate resiliency, particularly as longer and hotter heat waves become more frequent due to climate change.
Most older buildings in Santa Monica lack adequate insulation or central HVAC systems, leaving residents struggling to maintain comfortable temperatures during heat events. Renters, who comprise about 70% of the city’s population, often have fewer options than homeowners to address these issues.
Eligible applicants must rent in Santa Monica, be customers of the Clean Power Alliance and meet income requirements. Applications are accepted on a rolling basis and entered into a lottery for selection.
Applications can be submitted online in English or Spanish, or paper forms can be obtained at Santa Monica Historic City Hall and the Virginia Avenue Park Center Building.
