Mayor Karen Bass signed an executive directive aiming to streamline operations at the city’s three proprietary departments—Los Angeles World Airports, the Port of Los Angeles, and the Los Angeles Department of Water and Power—as the city tackles significant infrastructure challenges.
The directive replaces a 20-year-old policy, focusing on expediting contract reviews and enhancing financial oversight to ensure major capital projects meet deadlines and budgets amid upcoming global events and investments.
The directive addresses ongoing projects, including the $202 million Marquez Elementary rebuild in Pacific Palisades, the modernization of LAX’s airfield and terminals, and the electrification of the Los Angeles Convention Center. It mandates that proprietary departments submit major contracts—exceeding $40 million for services or $100 million for construction—and leases over 40 years to the mayor’s office for review, with a 15-day decision window. Time-sensitive matters can request expedited reviews.
Bass also urged the City Council to align managerial authorities across these departments to reduce bureaucratic delays, a move intended to save costs on complex projects like the Port’s goods movement training facility and cruise terminal upgrades.
The directive requires annual budget submissions by April 30 and biennial debt and capital improvement plans, detailing five-year project costs and funding strategies.
