The City of Santa Monica has posted an online preview of application and operational requirements for prospective cannabis retailers ahead of the opening of the city’s application process next month.
The preview is intended to help businesses prepare for the Jan. 26, 2026, launch date, when applications for adult-use cannabis retail licenses will be accepted and processed on a first-come, first-served basis.
City officials said applicants can use the materials to review eligibility criteria and assemble required documentation in advance of the application opening.
The requirements stem from a comprehensive cannabis program approved by the Santa Monica City Council in September. The program authorizes new adult-use cannabis retailers and updates permitting, compliance and operational standards for cannabis retail and delivery businesses.
The program also includes a social equity component designed to reduce barriers to entry for qualifying applicants.
