Spotted: An unpermitted surf school lesson takes place on Santa Monica Beach. A local permitted surf school owner who pays the City of Santa Monica business tax says the problem of unlawful operations is escalating with surf instructors coming from as far away as Orange County to conduct their lessons in Santa Monica because of non-existent enforcement.
