Santa Monica resident Delia Isabel Soto has been appointed deputy director of communications and legislation for the State Council on Developmental Disabilities by Governor Arnold Schwarzenegger.
Soto, a Democrat, served as the marketing and development director for Penny Lane Centers from 2001 to 2004. From 1996 to 1999, she toured with Luciano Pavarotti for the Rudas Theatrical Organization. Previously, she served as corporate development manager for Special Olympics International from 1994 to 1995 and program officer for Latin America and Africa from 1988 to 1994.The appointment does not require Senate confirmation.
