A Lincoln Place resident since 1974, Lucy Siam, 77, (r. foreground) joined other tenants at last week’s protest of evictions. Tenants planned to erect a tent city in front of L.A. City Hall this morning, and to gather tomorrow morning at 6 a.m. at the corner of Elkgrove Avenue and Lake Street to protest “LAPD lockouts.”
