On Saturday, Oct. 15, at 4:50 p.m. officers of the Santa Monica Police Department, who were assigned to patrol the area of the Third Street Promenade, spotted a man riding his bicycle on the sidewalk in the 1400 block of Second Street. This act is a violation of a Santa Monica Municipal Code. The officers stopped this man and discovered that he was devoid of any identification documents. The officers then placed the man under arrest, and then they searched him. As a result of this search the officers found a glass smoking pipe in the pocket of his pants. This pipe was of the kind that is typically used for smoking rock cocaine, or “crack.” The officers took this man to jail, and upon arrival discovered that he had also concealed marijuana upon his person.
The man was thus charged with bringing a controlled substance into a jail facility, as well as possession of drug paraphernalia, possession of less than one ounce of marijuana, and riding a bicycle on the sidewalk. The bail for this 32-year-old homeless man was set at $25,000.
