The complaint alleges the company has repeatedly failed to put effective moderation and age verification systems in place, despite public assurances.
Los Angeles County filed a lawsuit Tuesday against the online gaming platform Roblox, accusing the company of unfair and deceptive business practices and failing to protect children from sexual predators and inappropriate content.
The lawsuit, lodged by County Counsel Dawyn R. Harrison on behalf of the People of the State of California, claims that Roblox markets itself as a safe digital environment for children while allowing predatory behavior, grooming and exposure to sexually explicit material to persist on the platform.
“This is not about a minor lapse in safety. It is about a company that gives pedophiles powerful tools to prey on innocent and unsuspecting children,” Harrison said in a statement. “The trauma that results is horrific, from grooming, to exploitation, to actual assault. This needs to stop.”
The complaint alleges the company has repeatedly failed to put effective moderation and age verification systems in place, despite public assurances that its platform is safe for young users.
Los Angeles County Board of Supervisors Chair Hilda L. Solis, also first district supervisor, said the lawsuit is aimed at holding Roblox accountable for what county officials describe as “a failure to safeguard children.”
“Roblox has a responsibility to keep kids safe, but instead it has allowed its platform to become a place where children can be exposed to grooming and exploitation,” Solis said. “Los Angeles County is taking action to demand real safeguards.”
According to company reports, Roblox — one of the largest gaming platforms targeting children — had more than 151 million daily active users and more than 380 million monthly users as of October 2025. The company’s own surveys indicate that more than 40% of users are under age 13 and nearly three-quarters of U.S. children ages 9 to 12 play the platform regularly.
