Coastal commuters and canyon drivers should brace for widespread traffic delays this week as state transit crews scale up infrastructure repairs and fire-recovery operations along Pacific Coast Highway and Topanga Canyon Boulevard.
The multi-agency project by the California Department of Transportation includes specialized slope stabilization, utility trenching, and a planned overnight full closure of State Route 27 later this week. Transit officials advise motorists that speed limits have been reduced throughout active work zones, ranging from 35 mph between Temescal Canyon Road and Sunset Boulevard to 25 mph from Sunset Boulevard extending north to Carbon Beach Terrace.
The comprehensive construction schedule details several localized bottlenecks through Sunday, June 28:
Pacific Coast Highway (State Route 1) Restrictions
- Carbon Canyon Road to Las Flores Canyon Road: Southern California Edison crews will manage single-lane closures in both directions for repaving through Wednesday from 9 a.m. to 3 p.m.
- Las Flores Canyon Road to Sunset Boulevard: Weekday drainage fixes, creek clearing, and hillside slope reinforcement will close the Rambla Pacifico right-turn lane between 9 a.m. and 3 p.m., though neighborhood access remains open.
- Topanga Canyon Boulevard to Sunset Boulevard: Regular daytime slope repair work may reduce northbound traffic to a single operating lane.
- PCH at Topanga Canyon Boulevard Intersection: Verizon crews will execute night utility trenching from 8 p.m. to 5 a.m. all week, shutting down the right-turn lane linking northbound PCH to Topanga Canyon Boulevard.

Topanga Canyon Boulevard (State Route 27) Closures
- Retaining Wall Work Zone: Speeds are strictly capped at 15 mph through active structural construction sites. Crews will enforce alternating single-lane traffic on weekdays from 9 a.m. to 3 p.m., followed by overnight paving windows from 10 p.m. to 6 p.m.
- Overnight Pipe Preparation Closures (June 25–26): To prepare the roadway for future concrete pipe installation behind K-rail barriers, crews will restripe lanes on Thursday night. From 9 p.m. to 11:59 p.m., traffic will drop to one lane near mile marker 2.5. From 11:59 p.m. to 5 a.m., State Route 27 will completely close to all traffic in both directions from PCH to Grand View Drive. Identical contingency hours are reserved for Friday night if work is delayed.
