California State Assembly speaker Karen Bass hit the ground running when, on her inauguration day, she announced plans for a bi-partisan tax commission to be headed by former governors Gray Davis (D) and Pete Wilson (R). Bass said that our tax code, established in the 1930’s, creates a continuing budget crisis for the state today and it needs to be modernized for the 21st century.
