The Santa Monica Police Department impounded 12 off-highway vehicles on Saturday, July 26, after determining they were illegally operating on public roads. The vehicles, which include electric bikes, may appear street-legal but do not meet the requirements outlined in California law.
The impounded vehicles were found to exceed speeds of 40 mph and lacked operable pedals, a key component required for legal electric bicycles. Under California law, these vehicles do not qualify as legal e-bikes and are prohibited from being used on streets, bike paths, or sidewalks.
SMPD officials stated that the increased enforcement comes in response to growing safety concerns and complaints from the community about the presence of these illegal vehicles.
“Safety is a priority, and these vehicles pose serious risks to both riders and pedestrians,” said an SMPD spokesperson. “If your vehicle doesn’t meet California’s e-bike standards or lacks pedals, it is not permitted on the road.”
