Homeless Sex Offender Arrested for Attempted Burglary

His History Includes Burglary, Resisting Arrest and Violating Parole

On Nov. 8 at 3:27 am, officers from the Santa Monica Police Department responded to a report of a prowler in the 200 block of 24th Street. The report came from off-duty law enforcement officers who were providing private security for the homeowner. These officers observed an individual attempting to gain entry into the backyard of the residence. Upon police arrival, the suspect was already detained by security in the driveway of the property.

The individual was identified as Charles Marcell Newman, born April 27, 1977, currently experiencing homelessness. Newman, a parolee at large and non-compliant sex offender, is under investigation for burglary and trespassing in Los Angeles. He has previously been the subject of prowling incidents at the same Santa Monica residence in September and October, captured on surveillance footage attempting to access doors, windows, and car handles around the property.

Newman’s history includes prior arrests by the SMPD for similar offenses, such as burglary, resisting arrest, and violating parole and probation in 2012 and 2019. He served prison time for convictions related to these incidents.

Santa Monica Police Department detectives plan to present the case to the LA County District Attorney’s Office, seeking charges against Newman for completed burglary, multiple attempted burglaries, and violation of sex offender registration conditions. Currently held without bail for the parole violation, Newman had an initial court appearance on Nov. 13.
