Developer proposes 59 apartments and ground-floor retail at former used car site.
Redevelopment plans for a corner site along Pico Boulevard would replace a vacant commercial building with a new mixed-use housing complex, according to materials recently reviewed by Santa Monica officials.
The proposal, submitted by Michel Bolour of Redhill LLC, was presented to the Santa Monica Architectural Review Board and details a six-story building planned for 2929 Pico Blvd., where a used car sales business previously operated.
If approved, the project would deliver 59 studio and one-bedroom apartments above 8,685 square feet of street-level commercial space. A semi-subterranean parking garage with 34 spaces is also included in the plans.
The developer is seeking density bonus entitlements that would allow additional height and residential density beyond what the current zoning permits. In exchange for those incentives, six apartments would be reserved as affordable housing for moderate-, low-, and very low-income households.
Architectural plans identify Aero Collective as the project designer. Renderings show terrace decks on both the second floor and the rooftop, providing shared outdoor space for residents.
