Santa Monica to Adopt $1.1Bil, 2-Year Budget: Meeting tonight to tackle broad range of funding topics

The City of Santa Monica is ready for a new fiscal year, and its city council is set to adopt about $1.1 billion in expenditures as part of its biennial budget for 2011-2012 and 2012-2013. Council members will also determine if and how food trucks can continue to operate in Santa Monica, as well as review various laws governing City contracts with City officials.

Of course, the 800•pound gorilla in the room is the potential adoption of the biennial budget for the next two fiscal years. It is the first time ever Santa Monica will function under a two year budget, which City Manager Rod Gould previously told the Mirror would actually allow the municipality to function much more efficiently than if it had a 12•month fiscal year.

As part of the Biennial Budget adoption, the Council will likely accept a pair a grants in the amounts of $381,941 and $491,791, respectively. The Federal Supportive Housing Program Renewal Grant for $381,941 would be allocated for coordinated case management, while the serial inebriate program would receive $491,791 from renewal grant funds from U.S. Housing and Urban Development (HUD).

The council will also determine how to appropriate up to $300,000 in available one-time funds.

As for the Biennial Budget itself, the Council is being asked to ultimately approve as many as 16 resolutions, including:

• the biennial budget;

• changes to the fiscal year 2010-2011 budget;

• new classifications and salary rates for various positions;

• setting fees in the public work department;

• setting licensing fees for outdoor dining establishments;

• the use of just under $875,000 in federal grant funding;

• the use of one-time funding; and,

• appropriation limitations.

Council members will convene at its chambers in City Hall on June 21 at 5:30 p.m. After consideration of two closed session items, the council will commence the public meeting with the food truck study session.
